Planning and Excuting Pavement Preservation

As roadway networks and commercial vehicle loading continue to increase and Municipality taxation power remains limited, the need to effectively maintain and improve our pavement infrastructure is paramount. Join David Hein, V.P. of Transportation for ARA, to explore the key concepts of an effective pavement preservation program, program implementation needs and guidelines, and common roadblocks to successful implementation.

Several agencies, including FHWA and the American Association of State Highway and Transportation Officials (AASHTO), have championed the use of preventative maintenance (PM)  early in the life of a pavement, before any significant deterioration, as a cost-effective way to extend service life. 

In the Federal Highway Administration (FHWA) publication, Pavement Preservation, A Road Map to the Future, preventive maintenance (PM) is defined as “the planned strategy of cost-effective treatments to an existing roadway system and its appurtenances that preserves the system, retards future deterioration, and maintains or improves the functional condition of the system (without significantly increasing the structural capacity)”.  FHWA adds that “PM is typically applied to pavements in good condition having significant remaining service life.  As a major component of pavement preservation, PM is a strategy of extending the service life by applying cost-effective treatments to the surface or near-surface of structurally sound pavements.”

The objective of this Webcast is to outline the steps necessary to accomplish these objectives as follows:

  1. Outline the key components of a successful pavement preservation program
  2. Evaluate the performance of various common maintenance and rehabilitation treatments
  3. Analyze the costs of performing various PM treatments-typical costs and variability of individual PM treatments
  4. Determine whether the benefits of applying PM treatment to a roadway justify the costs associated with the treatment and identify the factors (roadway classification, pavement type and pavement condition prior to treatment) for which a given PM treatment can be considered cost-effective
  5. Evaluate the applicability of various PM treatments

Mr. Hein is a principal pavement engineer with Applied Research Associates (ARA).  ARA is a science and engineering firm specializing in practical solutions to everyday problems.  Mr. Hein has been involved in the design and construction of pavements ranging from parking areas to major highways and airport runways.  He is the past chair of the World Road Association Pavements Committee and has completed training courses for over 5,000 participants across North America.
